GOTV Activity Is Now Considered Federal Election Activity

GOTV (get-out-the-vote) activity by party committees is now considered FEA (federal election activity) by the FEC (Federal Election Committee). What does this mean to your campaign and party treasurers? According to the FEC, GOTV activities must be paid for with federal funds or with an allocation between federal and Levin (or Levin-eligible) funds.Note that engaging in reportable FEA will trigger monthly filing requirements for your committee.In terms Presidential GOTV activities carried out by parities, they do not result in a contribution to the campaign, as long as:

  1. the payment is not for general public communications or political advertising,
  2. does not come from funds designated for such candidates, and
  3. that the activity is conducted by volunteers.
